Understanding the Entry Flows Decree
Decree Publication and Application Period
Published in the Official Gazzette on October 3rd, 2023, the decree facilitates the admission of 452,000 foreign workers to Italy between 2023 and 2025. From December 2nd to December 31st, 2023, applications for entry will be accepted, and they will be evaluated based on the order of submission along with the required documentation.
Criteria for Determining Entry Flows
The entry flows are determined based on several common criteria, including narrowing the gap between entry flows and labor market needs, extending economic sectors, enhancing training tools in countries of origin, and incentivizing the entry of highly qualified workers.

Overall Quotas
The decree authorizes 452,000 entries over three years for seasonal and non-seasonal employment and self-employment of foreign nationals residing abroad. The quotas are distributed as follows: 136,000 units for 2023, 151,000 units for 2024, and 165,000 units for 2025.
Quotas for Seasonal Work and Non-Seasonal Employment
Quotas within the overall limits are allocated for seasonal work, non-seasonal employment, and self-employment in various sectors. It’s important to note the preferential allocation for specific categories, including citizens from countries with media campaigns against irregular migration, citizens from cooperating countries, and workers in family and socio-healthcare sectors.
